Purpose:

Decisions set out in the book have been made under delegated powers by the Chief Executive, Executive Directors or the Chief Finance Officer and Monitoring Officer, in consultation either with the relevant committee or Lead Councillor.

The Decision Book process has been altered to suspend the current Councillors’ call-in arrangements within the 10-day period after its publication and replace it with the ability during that period for three Councillors to request a retrospective review of the decision in writing to the Head of Legal and Democratic Services

Decision:

This report sets out the decision to agree the Reading COVID-19 Outbreak Control Plan (‘the Plan’).

The report summarises how Reading Borough Council has engaged with other agencies to develop the Plan, which meets national requirements and addresses the particular issues and risks which COVID-19 poses for Reading. The Plan sets out how partners will work together to keep residents safe from COVID-19 pending the development of more effective treatments and/or a vaccine.

Plans to respond to COVID-19 in England have been set nationally to date. However, as national restrictions are lifted, local action is likely to prove necessary to respond to localised outbreaks and to prevent further spread.

It is the decision of the Chief Executive, in consultation with the Lead Councillor, to approve the summary Reading COVID-19 Outbreak Control Plan as attached at Appendix A.
