Exclusion of Press and Public

At this point, the following motion will be moved by the Chair:

 

“That, pursuant to Section 100A of the Local Government Act 1972 (as amended) members of the press and public be excluded during consideration of the following items on the agenda, as it is likely that there would be disclosure of exempt information as defined in the relevant paragraphs of Part 1 of Schedule 12A of that Act”

Resolved –

That, pursuant to Section 100A of the Local Government Act 1972 (as amended), members of the press and public be excluded during consideration of item 18 below as it was likely that there would be disclosures of exempt information as defined in paragraphs 1, 2 and 3, specified in Part 1 of Schedule 12A (as amended) to that Act.

Applications for the Grant, Renewal, Suspension or Revocation of Hackney Carriage and Private Hire Vehicle Driver Licences and Appeals against the Allocation of Penalty Points on Private Hire Vehicle Driver's Licence

Minutes:

The Director of Economic Growth and Neighbourhood Services submitted a report asking the Sub-Committee to consider the grant, suspension or revocation of private hire vehicle driver’s licences.

A summary of the circumstances of each case was appended to the report.

HA and SK were present at the meeting and addressed the Sub-Committee and responded to questions.

SK was accompanied by Miss Hargun, Solicitor, and Mr Sheikh, Vice Chair of the Reading taxi Drivers Associations and a witness, Fabian Krasniki.  All addressed the Sub-Committee and responded to questions.

Resolved –

(1)      That the application in respect of HA for the grant of a three year private hire vehicle driver’s licence be granted for six months subject to the completion of the application process including any payment of additional fees and to be effective from the date on the licence issued, and that the Deputy Director of Planning, Transport and Regulatory Services be authorised to renew the licence for a further six months, subject to no breaches of licence conditions, offences being committed or complaints being received and then for a further 24 months subject to no breaches of licence conditions, offences being committed or complaints being received;

(2)      That the private hire vehicle driver’s licence in respect of SK remain in force, with a warning in place as to future conduct.

(In accordance with Standing Order 38, Councillor Skeats requested that her vote against the grant of the licence for HA be recorded)

Councillor Jones declared that, in his capacity as Ward Councillor, he knew SK, left the room and took no part in the discussion and decision making process.
