The Minutes of the meeting held on 9 June 2021 were confirmed as a correct record.

Exclusion of Press and Public

At this point, the following motion will be moved by the Chair:

 

“That, pursuant to Section 100A of the Local Government Act 1972 (as amended) members of the press and public be excluded during consideration of the following items on the agenda, as it is likely that there would be disclosure of exempt information as defined in the relevant paragraphs of Part 1 of Schedule 12A of that Act”

Resolved –

That, pursuant to Section 100A of the Local Government Act 1972 (as amended), members of the press and public be excluded during consideration of the following item of business as it was likely that there would be disclosures of exempt information as defined in paragraphs 1, 2, 3 and 5 specified in Part 1 of Schedule 12A (as amended) to that Act.

Application for the Grant of a Private Hire Vehicle Operator's Licence in respect of Prompt Cars, Regus Building, 400 Thames Valley Drive, Reading

Minutes:

The Director of Economic Growth and Neighbourhood Services submitted a report asking the Sub-Committee to consider an application by SH and SA for the grant of a private hire vehicle operator’s licence.  The proposal was to operate 10 vehicles.

A summary of the circumstances of the case was appended to the report.

SH and SA were present at the meeting, addressed the Sub-Committee and responded to questions.

Resolved –

That the application in respect of SH and SA for the grant of a private hire vehicle operator’s licence be refused as they were not considered to be fit and proper persons to hold such a licence by reason of:

(a)   the serious nature of the offences as detailed in the report;

(b)    insufficient time had elapsed since the most recent breaches of conditions;

(c)    SA had not satisfied the Sub-Committee that his current immigration status allowed him work as the holder of an Operator’s licence.

Applications for the Grant, Renewal, Suspension or Revocation of Hackney Carriage and Private Hire Vehicle Driver Licences and Appeals against the Allocation of Penalty Points on Private Hire Vehicle Driver's Licence

Minutes:

The Executive Director of Economic Growth and Neighbourhood Services submitted a report asking the Sub-Committee to consider an application for the grant of a three-year School Transport Vehicle Driver’s Licence and the suspension or revocation of a Private Hire Vehicle driver’s licence.

A summary of the circumstances of each of the cases was appended to the report.

BH was present at the meeting and addressed the Sub-Committee and responded to questions.

RBS was not present at the meeting and had e-mailed Licensing officers explaining that he was too unwell to attend.

Resolved –

(1)      That the application by BH for the grant of a three-year School Transport Vehicle Driver’s Licence be refused due to him not being considered a fit and proper person by reason of:

(a)      the nature of the offences, as detailed in the report;

(b)      insufficient time had elapsed since his convictions for some offences, as detailed in the report.

(2)      That the consideration of the suspension or revocation of the Private Hire Vehicle driver’s licence in respect of RBS be deferred to the next meeting of the Sub-Committee on 8 December 2021.
