Exclusion of Press and Public At this point, the following motion will be moved by the Chair:
“That, pursuant to Section 100A of the Local Government Act 1972 (as amended) members of the press and public be excluded during consideration of the following items on the agenda, as it is likely that there would be disclosure of exempt information as defined in the relevant paragraphs of Part 1 of Schedule 12A of that Act” Minutes: Resolved –
That, pursuant to Section 100A of the Local Government Act 1972 (as amended), members of the press and public be excluded during consideration of the following item of business as it was likely that there would be disclosures of exempt information as defined in paragraphs 1, 2, 3 and 5 specified in Part 1 of Schedule 12A (as amended) to that Act.

Applications for the Grant of Hackney Carriage and Private Hire Vehicle Driver Licences
Minutes: The Executive Director of Economic Growth and Neighbourhood Services submitted a report asking the Sub-Committee to consider applications for the grant of Hackney Carriage and Private Hire Vehicle Driver’s Licences.
A summary of the circumstances of the cases was appended to the report.
ES was present at the meeting accompanied by Ayetullah Satlik. Both addressed the Sub-Committee and responded to questions.
GM was present at the meeting, addressed the Sub-Committee and responded to questions.
Resolved –
(1) That the application by ES for the grant of a three-year hackney carriage vehicle driver’s licence be granted for a period of one year, with a strict warning issued as to future conduct, and that officers be given delegated authority to renew the licence for a further two years, subject to there being no further offences, breaches of licence conditions or complaints during the licenced period. This would also be subject to the completion of the application process including any payment of additional fees and to be effective from the date on the licence issued.
(2) That the application in respect of GM for the grant of a three-year private hire vehicle driver’s licence be granted for a period of 1 year, subject to GM re-taking and passing the Council’s two-part theory test. The two-part theory test must be taken and passed within a period of time not exceeding 6 months. Officers be given delegated authority to renew the licence for a further two years, subject to there being no further offences, breaches of licence conditions or complaints during the licenced period. This would also be subject to the completion of the application process including any payment of additional fees and to be effective from the date on the licence issued. If GM fails to successfully take and pass the two-part theory test within the specified time no licence shall be issued and the application shall be deemed to be refused.
