Minutes:

Proposed replacement dwellings comprising a pair of semi-detached 2-storey 3-bedroom houses with rooms in loft space.

 

The Committee considered a report on the above application.  An update report was tabled at the meeting which set out comments received from one of the Ward Councillors and clarification regarding land covenants not being a relevant consideration in determining planning permission.

 

Comments and objections were received and considered.

 

At the meeting an additional condition was proposed and agreed to make it a permanent requirement that only one of the two properties’ doors be facing toward the street, as shown in the proposed plans, to maintain the appearance of a detached house.

 

Objector Paul Causebrook, and Sunil Mehan representing the applicant, attended the meeting and addressed the Committee on this application.

 

Resolved –

 

(1)       That the Assistant Director of Planning, Transport and Public Protection Services be authorised to grant planning permission for application 231733/FUL, subject to completion of a Section 106 legal agreement by 31 January 2025 (unless a later date be agreed by the Assistant Director of Planning, Transport and Public Protection Services) to secure the Heads of Terms set out in the original report;

 

(2)       That the Assistant Director of Planning, Transport and Public Protection Services be authorised to make such minor changes to the conditions, Heads of Terms and details of the legal agreement as may reasonably be required to issue the permission;

 

(3)       That, in the event of the requirements set out not being met, the Assistant Director of Planning, Transport and Public Protection Services be authorised to refuse permission;

 

(4)       That planning permission be subject to the conditions and informatives as recommended in the original report, with the additional condition as proposed at the meeting.

 

(Councillor Lovelock declared an interest in this item, on the grounds that one of the objectors to the planning application was a close friend. She left the meeting and took no part in the debate or decision.)
