This report sets out the decision to agree the
Reading COVID-19 Outbreak Control Plan (‘the
Plan’).
The report summarises how Reading Borough Council has engaged with
other agencies to develop the Plan, which meets national
requirements and addresses the particular issues and risks which
COVID-19 poses for Reading. The Plan sets out how partners will
work together to keep residents safe from COVID-19 pending the
development of more effective treatments and/or a vaccine.
Plans to respond to COVID-19 in England have been set nationally to
date. However, as national restrictions are lifted, local action is
likely to prove necessary to respond to localised outbreaks and to
prevent further spread.
It is the decision of the Chief Executive, in consultation with the
Lead Councillor, to approve the summary Reading COVID-19 Outbreak
Control Plan as attached at Appendix A.

This report sets out the decision to enter
into a Lease (the Lease) made between Reading Borough Council (The
Council) and the Secretary of State for Housing, Communities and
Local Government (The Secretary of State) for a term of 125 years
from the date of the grant of the Lease and a Supplemental
Agreement in respect of a new primary school at Green Park
Village.
It is the decision of the Director of Economic Growth and
Neighbourhood Services in consultation with the Lead Councillor for
Education that the Lease is entered into and the Supplemental
Agreement is completed

contract to supply a Learner Management System and database via the
KCS procurement framework.
This report is being published in the interest of
transparency.
The contract awarded to Capita is for 3 years. It is expected to
commence in July 2020. The total contract value is
£227k.
It is the decision of the Director of Economic Growth and
Neighbourhood Services, in consultation with the Lead Councillor
for Education to award a service contract to Capita for the
provision of a database (Unit E) for the purposes of completing
Adult Education Board (AEB) funding returns.

This report sets out the decision to adopt the
Reading Museum Access Policy.
This revised policy is consistent with professional museum practice
and is a requirement of the Museum Accreditation Scheme – The
UK Standard for museums and galleries. The regular review of this
policy is good practice and is a requirement of the Museum
Accreditation Scheme. This policy supersedes any previous policy in
this area of the Museum’s work.
It is the decision of the Director of Economic Growth and
Neighbourhood Services, in consultation with the Lead Councillor
for Culture, Heritage and Recreation, that the attached Access
Policy is adopted by Reading Museum to ensure that it continues to
meet with the requirements of the Accreditation standard for UK
museums.

This report sets out the decision to reduce
the One Reading Community Hub call centre, triage and food
operation from 6-days a week (weekdays 9am-5pm, Saturdays 9am-1pm)
to 5-days a week (weekdays 9am-5pm, weekends and Bank Holiday
closed).
As context to this, the report provides an overview of One Reading
Community Hub operation to date, the Hub having been set up to take
calls from the public to:
(a) Support those who were shielded with food parcels
(b) Pass on requests to voluntary sector partners from those
who
were not shielded but required support regarding access to food,
benefits advice, befriending and assistance with collection of
prescriptions etc
The report focuses on the numbers of calls to the Hub during the
week versus weekends, the resulting caseload being managed by the
Triage team and the cases that are then passed to the Food
Distribution centre at the Hexagon to supply food parcels to those
who are shielded. This information is provided in the context of
seeking a further review of operating days of the Hub, an initial
review and agreement to operation reduction having been approved 24
April 2020.
The report also notes the transition arrangements for the Hub Call
Centre operation due to the current contract for the Hub call
centre provision (with Huntswood), which expired Saturday 13
June.
It is the decision of the Chief Executive, in consultation with the
Leader of the Council, to reduce the One Reading Community Hub call
centre, triage and food operation from 6-days a week (weekdays
9am-5pm, Saturdays 9am-1pm) to 5-days a week (weekdays 9am-5pm,
weekends and Bank Holiday closed) with effect from 1 July
2020.
